Wisconsin Alcohol Policy Project: Place of Last Drink

The Wisconsin Alcohol Policy Project provides training, tools and technical assistance to municipalities and groups working to implement evidence-based policies to prevent and reduce alcohol-related harm. It is based at the University of Wisconsin Law School, funded by a grant from the Wisconsin Department of Health Services.  

For more than 20 years, Wisconsin law enforcement has collected Place of Last Drink (POLD) data as part of the OWI arrest process.  Unlike other states, the information collected has never been compiled or widely used to identify over-serving locations in Wisconsin.  This project will create a county-wide POLD database so each municipality has a clearer picture of the alcohol serving practices of local licensees and the impact of those practices on adjacent communities. It also provides local law enforcement with a quantitative tool to assess the over-serving and provide feedback to licensees.
