City Ordinances
.jpg) Ordinances are local laws dealing with matters, such as traffic, zoning, health and safety regulations, governmental organization, annexation, building and other construction codes, licenses, user fees, etc. Once an ordinance is adopted, it can only be amended through enactment of another ordinance, and all ordinances must be published in the City's official newspaper ( The Herald Independent) before they become effective. Most ordinances of a general nature are compiled in a volume entitled the City of Monona Code of Ordinances or simply the "City Code." The code is updated whenever revised.

An Ordinance Concerning Emergency Services Fees
- Summary: This Ordinance states the base ambulance transport fee will be established and reviewed at a minimum of once annually by the Common Council. The amount charged for mileage, medications, supplies and all other consumable goods provided will be reviewed and established at a minimum of once annually by the Public Safety Commission. Active Monona resident Monona Emergency Medical Services or Monona Volunteer Fire Department members, and their immediate family members living in the same household, will not be charged for ambulance transportation fees if transported with City limits. The base Advanced Life Support transport fee for non-residents for is $800. An Ordinance Prohibiting Bullying and Harassment
- Summary: The Common Council finds it is in the public interest to assure that every person is valued and respected regardless of perceived differences, and may live free from bullying, harassment and intimidation. This Ordinance adopts portions of Chapter 947 of the State statutes and creates an Ordinance that defines bullying, harassment, and a course of conduct, addresses parental responsibility, prohibits all forms of bullying and harassment, including cyber-bullying, and includes penalties. An Ordinance Amending Chapter 7-7 of the Code of Ordinances Pertaining to the Reporting Requirements of Pawnbrokers and Second Hand Dealers
- Summary: Services offered by pawnbrokers, secondhand article dealers and secondhand jewelry dealers provide an opportunity for individuals to potentially transfer stolen property to those businesses, and paper-based systems of tracking and recording of sales and purchases by these businesses are technologically outdated, inefficient and environmentally irresponsible. This Amendment requires a computer based reporting system that will provide increased protection to the public in preventing the services of these businesses from being used to facilitate criminal activity and the transfer of stolen property. An annual software service fee is set at $100, and license fees are adjusted to statutory limits. An Ordinance Amending Section 13-1-42 of the Code of Ordinances Regarding Allowable Noise Levels
- Summary: The current noise level limit of 40 decibels was found to be unenforceable since most ambient noise regularly exceeds this. After review of area municipality’s noise ordinances, the Public Safety Commission recommended a limit of 65 decibels. An Ordinance Correcting References Within the Code of Ordinances to the Fee Schedule
- Summary: The fee schedule was previously renumbered from section 7-13-1 to section 7-15-1, but references to the fee schedule within the various sections of the Code were not changed accordingly. Additionally, the license for a massage technician was deleted from the Code but the fee was not deleted. Clerical changes were made to bring the Code up to date. Amending Title 15, Chapter 4 of the Code of Ordinances Regarding Mandatory Emergency Entry Lockbox Systems
- Summary: The Public Safety Commission has recommended requiring an emergency entry lockbox system for certain new buildings and for certain buildings when they are renovated or undergo a change of ownership, use, or occupancy to provide a faster response to emergencies, and allow the Fire Department to avoid breaking a door or window to gain access to a building, thereby avoiding costly repairs for the building owner.
