The Planning Department prepares, implements and updates current and long range City plans, meets with the public regarding proposed neighborhood or community plans, and coordinates planning activities with those of neighboring communities and of other levels of government. The department provides staff assistance to the Plan Commission who is responsible for enforcing the City's Comprehensive Plan and ensuring orderly growth and development within the City. The department also provides assistance to the Monona Community Development Authority whose primary responsibility is to promote economic and community development activities in the City.
The department is responsible for administering the City’s zoning ordinances for all commercial and industrial properties. All requests for business development or expansion, and for changes in zoning or signage must be reviewed by the department. The department then makes recommendations to the Plan Commission for approval or disapproval of the requests.

Monona Drive Facade Improvement Program
This progam was established to enhance the visual aesthetics of a major portion of the Monona Drive corridor by offering grant funding to property owners to invest in their building facades and sites. The program is in conjunction with the reconstruction of Monona Drive, which is currently underway. Improvements to the visual appearance of the corridor are designed to spur reinvestment, which will lead to enhanced economic vitality in this area of the city.
Eligible applicants are those who currently own a commercial, retail, mixed-use, or residential building with frontage on Monona Drive in the City of Monona, between Broadway on the south and Nichols Road/Pflaum Road on the north. Business owners who lease space are not eligible to submit an application but are encouraged to speak with the property owner about applying.
