The City Clerk has scheduled two Government Accountability Board (GAB) presentations to provide citizens with information on the Voter ID Law. Both will be held in the Community Center Main Hall, 1011 Nichols Road:
- November 2: 10:00-11:30 am
- November 14: 6:30-8:00 pm
If you are unable to attend one of these sessions, they will be broadcast on Monona Cable Channel 98 (analog) or 990 (digital).
City Clerk Duties
The City Clerk is appointed by the Mayor, upon recommendation by the City Administrator. The Clerk’s office is responsible for ordinances, resolutions, minutes, official City records, and the Municipal Code. The office publishes public notices, ordinances and minutes as required by law and assists staff and the public in researching information. The Clerk’s office issues all municipal licenses and provides required services for local, state and federal elections.
The mission of the City Clerk's Office is to provide citizens access to government, provide administrative support to elected officials, and to provide support to other City Staff, when necessary, to operate the City in an efficient manner.

Voter ID Law
Beginning with the 2012 Elections, all provisions of the new Voter ID law will be in effect. The information provided below is an overview of the major impacts of the new law. If you have any further questions, please contact the City Clerk at 222-2525.
The following photo IDs are acceptable for voting purposes, and can be unexpired or expired after the date of the most recent general election (currently, the November 2, 2010 election):
- A Wisconsin DOT-issued driver license, even if driving privileges are revoked or suspended.
- A Wisconsin DOT-issued identification card.
- Military ID card issued by a U.S. uniformed service.
- A U.S. passport.
The following photo IDs are also acceptable for voting purposes, but must be unexpired:
If you are already registered, before you are issued a ballot:
- You must show a current photo ID.
- You must sign one of the poll books.
If you register at the polls on Election Day:
- The residency requirement has changed from 10 days to 28 consecutive days.
- An elector can no longer use a corroborating witness.
- Voters are required to provide their most recent address where they were previously registered to vote. If your photo ID does not have your current Monona residence on it, you will also be required to provide proof of residence.
Proof of Residency is limited to the following:

A current and valid operator’s license or identification card issued by the Department of Transportation.

An official identification card or license issued by a Wisconsin governmental body or unit.

An official identification card or license issued by an employer that includes a photograph of the cardholder or license holder, excluding a business card.

A property tax bill or receipt for the current or preceding year.
-
A current utility bill.
-
A bank statement.
-
A pay check.
-
A government check or document.
-
A college identification card that includes a photograph of the cardholder, together with a fee payment receipt issued by the university, college, or technical college dated not earlier than 9 months before the date of the election at which the receipt is presented.

An affidavit on public or private social service agency letterhead identifying a homeless voter and describing the individual’s residence for voting purposes.

A residential lease.
If you intend to register and/or vote Absentee in City Hall prior to Election Day:
- Ballots are not available for in-person Absentee voting until the third Monday before the Election.
- The cut-off for in-person registration and Absentee voting is 5:00 p.m. the Friday before the Election.
- The ID/Proof of residency requirements apply.
Polling places will be staffed with enough workers to accommodate the additional time it takes to show a photo ID and sign the poll book. Please be understanding and kind to the poll workers!
