Community Development Authority (CDA)


CDA is a separate political body that proactively manages tax increment financing districts and projects and carries out other economic development programs along with the City Council and other City committees.  Staff members who work with CDA include the City Administrator and City Planner/Economic Development Director, along with the City's economic development consultant, Gary Becker (Vierbicher).


Monona East Side Business Alliance (MESBA)



MESBA is a private, non-profit organization comprised of 300+ business enterprises, civic organizations, educational institutions and individuals.  The City has a strong partnership with MESBA to attract and support private-sector jobs and spurs local businesses.



Economic Development Programs through the City of Monona



  • Tax Increment Financing (TIF): Monona has a long history of responsible use of Tax Increment Financing (TIF) to facilitate the redevelopment of vacant or underutilized commercial sites and to fund public improvements in the TIF districts.  Monona currently has six operating TIF districts focused on redevelopment efforts along Monona Drive and Broadway.  
  • Renew Monona: This is a loan program funded by TIF revenues.  Renew Monona provides zero percent interest loans of up to $10,000 for home improvements.
